Depending on the amount of lines/work, especially if pitched as a short cameo, 4k might have been spot on...... but no, this doesn't seem that way.
In any profession, this low of an offer, IMO, seems like an easy way to say "fuck off".
They extended an offer they already knew was silly, but did it to say "we offered, they rejected" - legal base covered.
